If you’re considering riding an electric bike (E‑Bike) in Cyprus, it’s essential to know and follow the local rules under Cypriot law and European regulations. Here’s what you need to know.

How Electric Bikes Are Legally Classified
Under EU rules (specifically Directive 2002/24/EC and EN 15194), E‑Bikes are legally considered bicycles if they meet all the following conditions:
➤ Maximum continuous motor power output is limited at 250 W.
➤ Motor assistance is limited at a speed 25 km/h (You can go faster on pedal power).
➤ Motor assistance only functions while pedaling(Pedal assist/Pedelec).
Cypriot national law reflects this: an “ηλεκτροκίνητο ποδήλατο” (electric bicycle) must conform to these same limits. These E‑Bikes are classified as L1E type and treated like regular bicycles.
If an E-Bike exceeds 250 W, does not have motor power limited to 25 km/h or uses a throttle, it is not considered a bicycle, and typically falls under L3E category. This category of E-bike is treated as a moped or motorcycle requiring licensing and registration if it’s to be used legally on public roads.
Licenses, Registration & Insurance
Whether you need a license, insurance, road tax, or Mot for an E-Bike in Cyprus depends entirely on the type of E-Bike you own.
L1E classified bikes:
Requirements:
➤ No license is required to ride this E-Bike.
➤ Insurance is not required by law.
➤ No registration or road tax required.
➤ No MOT.
L3E classified bikes:
Requirements:
➤ Full category AM driving licence required (minimum age 17).
➤ Registration with the Road Transport Department is required by law.
➤ Cypriot registration number plate must be displayed.
➤ Third-party insurance and annual road tax must be maintained.
➤ Periodic MOT (after 4 years from new, then every 2 years).
Road Rules & Law, Where Can You Ride?
L1E category E‑Bikes (treated as bicycles):
➤ Allowed on bike lanes and roads; sidewalks generally prohibited unless signage states otherwise.
➤ Must obey standard bicycle traffic rules, including lights, signs, signals, and right-of-way.
L3E category E‑Bikes (treated as motorcycle):
➤ Must be ridden in motor vehicle lanes, follow speed limits, and adhere to traffic laws.
➤ Not permitted on pedestrian zones or paved walkways.
➤ Can only be used on private land without a license and registration.
Helmet & Safety Equipment Law

Helmets:
➤ As of 1st February 2023, wearing a certified helmet is mandatory for all riders and passengers (any bicycle, E-bike, or motorcycle )
➤ Helmets must meet CYS EN 078 standard (or CYS EN 1080 for children under 14).
➤ Fines of €50 can be issued on the spot, rising up to €500 if unpaid and escalated to court.
Lights, Bells, Reflectors & Brakes:
➤ Must have a front white (or yellow) light visible at 150 m, between sunset and sunrise hours.
➤ Must have a rear red light (fixed or flashing) visible at 150 m between sunset and sunrise hours.
➤ Must have a horn or bell that can be heard at a sufficient distance.
➤ Must have 2 brake systems that independently operate on the front and rear wheels.
Penalties & Liability:
Specific violations
➤ Not wearing a helmet: €50 on-the-spot, up to €500 in court
➤ Riding with no lights, ignoring signals, riding on sidewalks, or carrying passengers illegally: fines from €30–€85 depending on offense
➤ Riding a non‑type‑approved e‑bike over the 250 W / 25 km/h limits may lead to fines up to €3,000 and vehicle impounding if modifications are detected.
Practical Advice for Riders in Cyprus
➤ Choose a Pedelec that adheres strictly to EU standards (≤ 250 W, speed limit 25 km/h, no throttle operation).
➤ Always wear a certified helmet and ensure lights and horn are functioning.
➤ Stick to bike lanes and roads, avoid sidewalks unless signage allows.
➤ Never attempt to “tune” your e‑bike to exceed speed limits, any tampering can void warranties and lead to heavy penalties.
